Under America’s Hart-Scott-Rodinho (HSR) Act, certain types of large mergers and acquisitions deals must be submitted for review by the government.

Skype may launch a version of its mobile Voice-over-IP (VoIP) and instant messaging service as early as next week, according to a report from Om Malik of GigaOM. If true, the application could prove popular with cost-conscious iPhone users who’d like to save a few bucks by routing calls over AT&T’s data network.
